What’s a clean install? InDesign or Windows?
In place Win 7 to Win 10 upgrades are a bit wonky from what I’ve seen reported.
Do you have a local printer set as default -- that helps on first launch.
And try creatingf a new Windows user account and see if it launches in that.
Clean Windows and everything install from a blank new hard Drive.
Eventually reading another post someone mentioned the Microsoft Visual C++ 2008 Redistributable. So I uninstalled both the x64 and x86 versions, then reinstalled InDesign CS6. Now it all works.
