I'm not sure what you mean by "a license issue". If you own Premiere Elements, you can burn a DVD.
What are the steps you're taking to create and burn your DVD?
Can you play the DVD on your computer?
No I couldn't, so I got a trial version of Mac Go and it played. As for the "license issue" I was told this at Best Buy that I need to be licensed because blu ray is owned by Microsoft. In the mean time I did find out that I have an outdated blu ray player. i got a new one and all is well.
