I saw your issue and contacted the forum people. There seems to have been an issue with the Photoshop Express forum after the forum software's upgrade. They fixed the problem and a moderator has moved your post to the correct forum.

I have the same issue. I engaged support (Sandeep) via chat, but the first solution was for me to post the issue on the forum. I was asked to use my Windows ID in place of my Adobe ID. Failed. They did give me a phone number for support. We'll see if that works.
And phone support does not handle Photoshop Express. So it's at the mercy of the forum for a solution. [crickets]
I contacted Adobe support via chat and spent the better part of an hour with them.
Tried all kinds of things and was finally referred to the forums.
I asked specifically if this went to Adobe Technical Support or to a general community and was told it was the former.
My opinion of Adobe has just gone way down.
We are looking at resolving this on priority. There seems to be an issue with Windows desktop and Windows tablet devices. It is working fine for Windows Phone.
Same problem here. From Windows 10 (desktop). I am trying to sign in from my Adobe Photoshop Express with my Adobe ID account name and I can't.
Is there any news regarding this issue?

I uninstalled the version that was the problem and installed the new version and it worked.
