When transferring a 60 minute video to Vimeo®, I get a "error transferring file" just before it finishes. (#14 on Windows 10). It transfers successfully with #12 on Windows 7. I've seen this question earlier with no answer, only a work-around. Any new ideas?
I've been using Vimeo, and to a lesser extent, YouTube for a few years. Without doubt, the most reliable way to get a video to it's destination is to output a finished version to your computer's disk drive and use the host's "uploader". Why? Because it eliminates potential variables, produces fewer errors and seems quicker.
Keep in mind that when the programmers are building versions of software like Premier Elements they are matching a Vimeo or YouTube protocol that changes. It may work perfectly then, but not now.
The workaround is easy too.
Just use Export & Share/Quick Export to output your movie, then use the Vimeo site's software to upload it to the web.
