Should be the same as for CS6. I don't think anything has changed.
I am guessing this toolbar has been deprecated because all these options are mostly taken care of through keyboard shortcuts in the File and Edit menus. Let me check with the team.
This toolbar got deprecated in the Flash CC version.
As Preran mentioned, most of these functions are available through menus, context menus or tools panel.

I'm not sure I ever even knew this toolbar existed, and I've been using Flash since version 5. It looks like Main was a mishmash of functions from Files and Tools. Just let it go, and learn where everything is now.
The Tools menu itself can be customized, but seems to only support rearranging the icons that are in it, not adding any new ones.

I know all the hotkeys, but this toolbar is more comfortable to work with.
It's very handy at animation.

I'm doing lots of moves and clicks while working and drawing, and every second counts.

In this help file for Animate: Use the Stage and Tools panel for Animate CC near the bottom is a section "About the main toolbar and edit bar". This sort of explains where those controls are now without any explanation about removing the actual toolbar. I'm guessing this is an "enhancement" to the program.
I use a Mac and so I've never seen this toolbar.

But I think there IS a way to recreate this toolbar with JSFL.
I'm not that good at programming, though.
