Hi Heavyclouds ,
Please make sure that you have Read/Write Access to write files to that folder.
Try exporting to your desktop and see if that works
Also update to the latest version CC 2015.6.1 of Lightroom and let us know if that helps.

I do have the latest version
only exporting to desktop works. I have disconnected the external drive and tried to export to the internal drive. One time that worked but then it didnt worked anymore. I tried another usb-connector, but that didnt work.
It seems that only exporting to desktop works.
When i choose the specific folder, the window appears where to choose the path. One second long the actial path is highlighted, but then you cant choose anything. The only way is then the task manager to close lightroom.

When exporting to the Desktop, do you use the standard path ie no dialog needs to pop up?
Sometimes dialog boxes tend to disapear UNDER the currently running program. I had that with other programs. That sounds then more like a Microsoft bug.
this seems to be the solution. I used shortcut windows-tabs and then I was able to click at the folders in the dialog box
