I have done some testing and I don't think it is currently possible best test i had was using an Adobe Muse project, I created a webpage in Muse with parallax scrolling and I placed it in a web object in Captivate I then controlled Captivate using Javascript, was a good test.

Captivate doesn't have the power to do projects which scroll. Even from the perspective of the most basic project there is a quite short length limit on the height of the page. Unfortunately it is best suited to slide/video based  projects.

If you really wanted to push for this design approach it might be possible through the liberal use of JS, but at that stage it would probably be easier to write your own HTML container and avoid captivate entirely.
