You misunderstand how it works. Particular is not a static particle cloud. All properties are evaluated over time. The only reason you see rotation while editing parameters is because you effectively chnage the origin point from where a particle is emitted, but not the particle itself. Hence this doesn't work for animation. If at all you would use the world-transform rotation, but that has otehr repercussions. Other than that Trapcode Form, Plexus nad possibly other plug-ins can create static particle fields that would respond in the manner you desire.

Although there must be a way to get this working. I have seen tutorials where ppl uses paths to animate there emitter on. Like here: After Effects - Trapcode test tutorial Dodatak - YouTube

A path is not a rotation, is it? The tutorial you linked clearly has genuine animation on the emitter position. This is of course possible at any time just like you can use lights as emitters...
