What version of InDesign do you have? Creative Cloud subscriptions will allow you to change your language preference using the gear icon in the CC app, then download the Japanese version of InDesign which will add the necessary features to your current installation. Change your language back after installing.
I'll have to look into it then. Truthfully I've been having issues with getting my creative cloud app to open on my computer to update it. It just doesn't want to appear even if I click Updates in the program directly. Now that I know it's not a simple setting in my current CC version I can look into it more after finishing a work project before dealing with the CC updater issue.

This script works right-to-left to left-to-right, and vice versa.
Copy the entire script and paste to the new file of text editor like TextEdit or Notepad. Do not insert line break because this is a single line script.
With TextEdit, choose Format > Make Plain Text and save it as text file.
Change .txt entention to the .jsx manually.
move the file in Scripts folder and double-click it.

Sure, the script (which was offered to a CS6 user not on the cloud) will change the binding direction, but it won't change the direction of the flow of text on the pages or provide the other controls you need to really create a file that uses a RTL language.
Since bekreider is a cloud subscriber they should take the time to add all of the features they need to really work with right-to-left languages. It's free and it's easy, and once done it will not require running a script -- the controls will show up where one would expect to need them in the interface.
