You'd probably get more help in the After Effects section of the forum, but I did just get the CS6 Master Collection and can confirm that I can make a composition pretty much any length I want.
I'm sorry I don't have an answer for you, but am replying mostly to "subscribe" to this in case it ever happens to me!

Where are you seeing it as 3 minutes long?
Can we see some screenshots? I'd like to see your composition settings, your timeline, and anywhere else that might be relevant.
I've never seen a case when you could not type in the comp time you want or change it in the comp settings. What is the time base set to? What is the frame rate? This is very odd.
3 Hours! not Minutes. take a look here:
Ae is limited to 3 hours. more than enough.

you paid good money for a great software, now invest the time to study it from the ground up and not be tempted to study it intuitively because you will get stuck too often. seems you are using CS6 or older - bare in mind that tutorials will have different features unless you take the proper one. like this: After Effects CS6 Essential Training | Lynda.com. The problem is still the 3 min limit, doesn't matter if it's 3 hours, 30 min or whatever, every single second over 3 minutes will automatically limit it to 3 minutes
Edit: I've been able to set it to 99 hours before, so it's weird that it limits to 3 minutes of all of the time you could possible set it to.
If you check the picture in a previous post you'll see that it says: "2:45m" and then: "3:00m" and not: "2:45h" or "3:00h"
it could be a complete misunderstanding here. it could be that you have a different problem from what you described in your screenshots BUT I have looked at your screenshots and gave you a very simple, very detailed answer but seems like you are not following and forgive me if it's something else. I will try to make it more clear

now after all this, if you still have a problem please be more specific, because based on your screenshots - you do not have any problem. if there's something else wrong please provide more screenshots and describe your workflow and what exactly is not they way it is supposed to be
Oh, I missunderstood that concept, since one of my projects were acting up and it only played for 3 minutes, anyway, thanks for the help
