The problem is getting worse. In Design still does not start and now, neither does Photoshop. Where is customer support on this issue? These apps are necessary for my work by I can find no way to speak with anyone about resolving this issue.

It worked a few days back. But I had to perform the cache renaming every single time I wanted to open indesign.
But after I followed the instructions from Peter, it doesn't work anymore.
And Photoshop no longer works.
These apps are essential for my work and I am under pressure to get stuff done.
Is there any way that someone from Adobe can take perform a remote analysis of my PC?
I think your best bet would be to run the cleaner tool (CS Cleaner Tool for installation problems | CCM, CS6, CS5.5, CS5, CS4, CS3 ), then reinstall version 11.3. You can download the 11.0 installer from Adobe CC 2015 Direct Download Links: Creative Cloud 2015 Release | ProDesignTools and the 11.3 update from All Adobe CC 2015 Updates: The Direct Download Links for Windows | ProDesignTools
Be sure you follow the directions on each page.
