I think PPro supports everything you'd need to do.
Yes, you can get the path associated with each projectItem.
For each projectItem, a panel can specify a hi-res path, and a proxy path. You can also check whether there IS a proxy path.
For each sequence, a panel can turn usage of proxies on or off.

Out of curiosity, unfortunately I'm not on the programmer side, where can I find a Premiere/Prelude Panel API documentation? Somewhere in the GIT or GIT wiki? (E.g. list of GET/SET actions/parameters)

+ Import PPro projects, FCP XML, and any supported media (including growing files).
+ Get/Set all available XMP metadata for project items (MAM/DB metadata integration usually happens here).
+ Add/manipulate any clip or sequence markers.
+ Export sequences or projects as PPro projects, AAF, or FCP XML.
+ Import projects, or just specific sequences from projects (useful for project and sequence templates).
+ Preview assets in PPro's Source Monitor without importing them (like our Media Browser can).
+ Supplant proxy footage with full-res, then...
+ Drive multiple renders (either in PPro or in AME in the background) to any supported format, with progress/error messaging.
