Premiere Elements does not include a feature for editing multi-camera video.
Adobe's tools for automated multi camera work is called "Premier Pro CC 2015.3". It costs more than Premier Elements.
You can use multiple cameras with Premier Elements. I sometimes use Premier Elements to combine footage from two cameras. Generally, put the footage from the two cameras on a separate video tracks of the 99 available. I do the switching and synchronization manually. My projects are small, so it works well enough.
