I am able to open as an administrator.
If it works when you open as administrator, it means that the user account you are working with does not have sufficient access privileges to one of the folder LR uses. I'd check the folder where the preferences are stored first.
Both the Preferences folder and the catalog have full control for system, users and administrator. The Lightroom.exe folder has full control for system and administrator but not for users. Should I give full control to "users" as well?
This should not be needed.
Make sure you have full access AND are the owner of C:\Users\kennan harvey\AppData\Roaming\Adobe
C:\Users\kennan harvey\AppData\Roaming\Adobe folder lists the Owner as: kennan harvey (office\kennan harvey)
