Yes, this is telling me that all the images shown in the grid are selected for import! Which is your problem.
"All Photos/New Photos" is only a choice that "Shows/Hides" the thumbnails of all the images in the 'Source' location.
And you always have the option checked for - "Don't import suspected duplicates" ?
And you always allow Lightroom enough time for it to check your entire catalog to determine if 'duplicates' already exist by a previous import.
Is it possible that changing filenames and metadata on the previously imported files is preventing LR from determining that 'Duplicates' exist. (A LR guru might answer this question!)
I have never experienced your problem as I always download from camera card, and use the camera to re-format the card before next using it. Thus my cards always only have 'new' images.

Doh! One of those "forest for the trees" moments. When that got unchecked I don't know, nor do I know how I could possibly have missed that. Thanks!
