My problem has been solved twice.
The first solution was to update my visual c++ runtime 2012, which can be done in the add/remove section of windows. The support engineer who contacted me after following your advice did this and I was able to launch Adobe Premiere Elements 14.
But the next day the same problem occured and this time the engineer wasn't able to solve this issue within an hour. Since it went late here in europe we stopped trial and error. On my other computer it worked all fine, so there was no need to hurry too much.
A few days ago there came an update for this tool and, what to say...no problems anymore. It workes all time. Maybe adobe fixed some references to odd c++ runtimes or something like this.
