Acceptable use for Creative Cloud for Individuals (Middle East region)

I have just ended a call with a local (Middle East) Adobe Gold Reseller who has told me if I am using an Creative Cloud individual license for commercial work I am "breaking the law".

We have been renewing two licenses on the Creative Cloud for Teams plan for the last two years, but this last year our second designer left us and we only need a single license. We therefore decided that it would save us a small amount of money to renew with an individual license in the name of the first designer.

We haven't used any of the benefits included with the Teams license (additional storage, etc) for the last two years and don't expect to miss them in the future.

My understanding was that an individual license is fine for commercial work, within a business environment, providing that only the named licensee is the one using the installed software. Please can someone confirm this is the case.
