As far as I know the individual plans are as legitimate for commercial use as the business plans. I have heard of people being chased for the reasons you explain, but I do not understand it and have not yet heard from Adobe regarding different licensing restrictions for different countries. If an individual cannot use their products per the license agreement then someone is in violation of it, but I don't think it is the individual.

Make sure you are logged in to the Adobe site, have cookies enabled, clear your cookie cache. If it fails to connect try using a different browser.

I had a chat with an Adobe representative earlier today (after posting the question) and they confirmed the comment you've just made. It's absolutely okay to use an Adobe CC Individual license within a commercial environment (as long as the individual is the only person using the software). This applies globally, no exceptions.
Its saddening that Adobe Gold Resellers are frightening people into more expensive plans, either through ignorance or deliberate deception.
