In Adobe Premiere Elements 14, I can open the pan and zoom tool for a still photo and I can add focus frames but I can't move or resize the focus frames. I can see the "hand" icon, but the frame will not drag. This only happens on a particular tall portrait still photo, pan and zoom works properly on other photos. I tried quitting and restarting PE, I tried creating a new project, I tried restarting my computer, I tried checking and unchecking "scale to frame size". I am running Windows 7 with an intel i3 processor. I have no shortage of RAM. Hope someone can help.
What are the dimensions of that image?
Try right-clicking on the upper left corner of each Focus Frame -- where it shows the hold time of 1 second -- and select the option to have no hold time/freeze frame. This will ensure that you're on the initial motion keyframe, at which point you should have no problems re-sizing and re-positioning the Focus Frame.
Though please do consider Ann's suggestion too. Photos used in a high-def video project should not be larger than 2500x1875 pixels in size.
