Well, then....are you absolutely sure that you upload a zip with a changed preference for the phonegap-version?
(You wouldn't be the first - or last - to change the source code, then fail to include the changed code in a new zip)
Alternatively, you could omit that preference, since cli-6.3.0 is now the default.
Yes, I am. That was the first thing I checked.
That's what's confusing me as I initially did not have the phonegap-version preference in my config.xml. Yet my app has been compiling with cli-5.2.0. Could this have anything to do with the type of plan I have? I am on a free plan.
They changed that not long ago and went from cli-5.2.0 to cli-6.3.0 as default.

It has nothing to do with your free plan.
Creating a new app defaults to using cli-6.3.0. However, I cannot see the same behavior for my app which was created about 8-9 months ago.
I solved this by deleting and recreating my app at build.phonegap.com/apps.
