You need a Macintosh computer to initially generate an iOS provisioning profile. After that initial setup, you no longer need a macintosh computer to build iOS apps.

Has that changed recently? So far, I've never used a Mac for that.
The only step that requires a Mac (physical or in the cloud) is the upload of an ipa file, using either Application Loader or Xcode....at least, so far.
