i think the quadro m4000m may be too slow for 4k, i would consider it only acceptable for HD. the quadro m5000m is maybe 50% faster, and should be ok for some 4k projects with only a few gpu fx and lite amounts of lumetri color. 32gb should be plenty for premiere, and if you choose 2x16gb you might be able to add more later if needed.

if you don't need 10bit display then you may want to look for a custom laptop with a gtx 1060 and i7-6700k. the gtx 1060 is almost 3x faster than the quadro m4000m and the i7-6700k is around 15-20% faster than the E3-1535m v5 xeon. there are several custom laptop builders like adk video editing, sager notebooks, xotic pc, and origin pc, to name a few. you can get one fully loaded with two or more ssd's between $3-4k. some also have usb 3.1 and thunderbolt 3 too.

i believe the i7-6700k is the best cpu you can get in a laptop, but it may still struggle with full screen 4k playback in some situations with complex timelines and/or raw media.

I really appreciate the advice!  I guess I was leaning toward HP because I read their workstations use better parts etc. than consumer versions and that dreamcolor display.  BUT a few people have said don't bother with laptops for 4k.  I plan on this being my main workstation for the next 4+ years, I usually buy with high secs (current computer is over 6 years old) so they will last.  i reached out to ADK as you suggested and they gave me these 2 quotes:

if you don't need a laptop, then the desktop x99 system will be much better.

if you haven't already, you may want to discuss with them the types of projects and media you will be using. the 8 core cpu is a good choice, but the 10 core i7-6950x would be better for some media formats and timelines. its crazy expensive but when compared against the entire system cost and a long term investment, it might make some sense. i would also check if they are overclocking the i7's, i don't see it listed on the website anymore.

for storage i would go with:

              samsung 950 pro 512gb  (for os/apps/cache)

              raid-0  2x 1tb samsung 850 pro  (for projects/media)

seagate enterprise hdd  (for backups/archives of finished projects/misc storage)

for any important data there should be a second isolated copy. preferably on an external drive, nas, or internet/cloud backup.

Try to get in contact with Eric Bowen at ADK and let him ask questions about your media and workflow so he can come up with a better optimized design for you.
