The other two alternatives for displaying interactivity aren't available in CS5.5.
You'll need to be more specific about what features you're having problems with, and possibly posting a copy of the file for others to look at. You could post it on a service like Dropbox and provide a link.
What exactly are you planning on doing with this SWF file?
SWF is pretty much a dead format which is completely unsupported on mobile devices and many desktop devices as well.
I admit that I don't know very much about SWF format. However, when I go to export to SWF in InDesign, it gives me the option to create an HTML file as well. Both have worked properly on my desktop when I upload draft animations to our remote server and access them online.
This animation needs to be viewable on all devices.
I believe this is the best I can do since I am limited to InDesign version CS5.5. Do you think this will work? Or should I start testing out other avenues to answer the needs of this project.
No. It will NOT work on all devices.
It will not work on any mobile devices at all. It will not work on any desktop/laptop that does not have flash player installed. I believe Chrome and Firefox are about to lose the preinstalled versions of flash player.
The HTML that is generated by InDesign is only a wrapper to hold the SWF file. It changes nothing about the above. Your project is doomed to failure with SWF. If you want to use InDesign to generate HTML5 compatible files you'll have to upgrade to CC.

Not only will it not work on all devices, it will also annoy some of us when we use devices where it does still work. When I am faced with a swf file, I ask myself how much to I want to be tormented today. The answer is usually, "not much, not today." And then I look for the close button and go to another site.
