For iOS devices, ensure your scrollable containers are styled with the following:
That will enable inertial scrolling and feel like a native scroll. Just be careful with the length of your lists and how many event handlers you've got registered (use event delegation instead!), otherwise scrolling can still be janky.
For Android, what device(s) and OS version(s) are you using? Are you using Crosswalk?

About Android, trying on a new LG smartphone (don't remember the code, but one of the last) with Android 6.0 Marshmellow.
Android prior to 4.4 also needs -webkit-overflow-scrolling: touch;
From 4.4 onwards, overflow: scroll is sufficient.
