uninstall everything cc including the cc desktop app, Uninstall the Adobe Creative Cloud desktop application
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud
use the desktop app to install your cc programs/trials
I went through the CC cleaner process, which didn't seem to make much of a difference, however running the program in compatibility mode with Run as Administrator checked seemed to work (and nothing else).
Very odd, seeing as I've tried running it as an administrator multiple times. But at least it worked, thank you!
