You're flailing around because perhaps you don't understand the basics of Reflowable ePubs. The set-up is quite different from versions for print. For example, use Web for the intent, nothing on a Master Page is used, there are no page numbers, you need a navigational ToC and an HTML ToC, and Landmarks are helpful.
Take a few hours out and take the Lynda.com course I mentioned in my previous post to you.

If I can't work this issue out, I'll just have to live with it.
nb. This is a relatively short book aimed at new dog owners. I am simply trying to publish it as best I can.

I've come up with a solution.
instead of messing around with anchors (that I can't fathom), I have created another Master page - put it at the back of the book (final page) and put my content into that. This works with all elements on the same page, as desired.

So I create a new master page - apply it to a page and nothing will be shown? Really?
