when the audio amplitude value is 0 *when the song isn't reacting at all* the logo to stay still. And when the hight value hits 60 the logo to expand to the scale of 80%.
when you say "still" you mean to stay at 50% scale?
How about this expression to the Audio Amplitude slider:
if (effect("Both Channels")("Slider")<50) 50 else 80
now attach the scale to the slider via pick whip
this means that when the audio amplitude is below 50, it will be constant 50, if not - it will be 80

how did the "if" expression work for you? if the value is below 50 it will stand at 50, otherwise it will be 80 - is that what you want? is that what is happening? if not, what is ?
Now it just stayed still no movent trough the entire songs
probably because the value is never above 50....
I have downloaded your references and achieved the same movement with this expression:
if (effect("Both Channels")("Slider")<20) 50 else linear(value,0,50,50,80)
the "if" expression here means that if the beat is below 20 unit, it will stay at 50, or else - it will convert the lows and the highs to whatever value you choose. now all you have to do is adjust it you your waveform. bare in mind, this only works because there is a certain beat that is distinguished in the waveform (much higher).
