Auto Tone over exposes by ~1 stop

Recently, whenever I use Auto Tone the result is over exposed by nearly a stop. I pull back the Exposure slider but often the result is worse than the original! This used to work almost perfectly, why is it broken again?

The auto-tone feature has always been "broken". When it works, it does a decent job; when it fails, it fails spectacularly. I rarely but sometimes try it just to see what direction it took the edits, but I always end up reversing those edits (good or bad) and making my own adjustments, sometimes similar to what it did and sometimes not.
