If you are talking about Dynamic Link, no.
You can, however, export using Adobe Media Encoder or directly from After Effects and use the resulting file (assuming you export to a supported file) in Premiere Elements.
I mean, file to file.

I ever use file to file, most secure.
I mean I load movie in AE. I do many work. I save project.
Then I export project to a file in a format that PE 14 can read.
I work the cuts. Then I make my final divx file.
AE can export to different formats, including formats Elements supports.
What format do you use to get your work back into Elements?
