What happens if you disable your Antivirus/Firewall and then try using Lightroom?
disabling antivirus / firewall didn't solve the issue.
it was something to do with the file Logsession.dll - following the customer support (adobe remote support) this issue was solved. that file had to be removed from the folder where it was created and the program worked.
