What model of camcorder is your video coming from and what format and resolution is it?
What processor do you have and with how much RAM?
Have you uninstalled/reinstalled the program since upgrading to Windows 10?
I am not using a camcorder. I capture through a device directly to my computer. hauppauge win tv. . I have been using it for a few years w/o issues. It is the latest version.

That's the issue. Like a number of on-screen recorders, the Hauppauge records the video with a variable frame rate, which knocks it out of sync when you try to edit it.
The easiest solution is to download Handbrake. Use Handbrake to convert your video into a video with a constant frame rate. This new video will work perfectly in Premiere Elements.
You are also using a pretty low-end processor, so you may not able able to do a lot of heavy-duty editing.
don't understand why it was ok for so long then all of sudden it doesn't work. so frustrating!!
