I doubt that those sites are legitimate. Unless you are a beta tester, I don't think you can get beta versions.

The only legitimate place to download a prerelease version of After Effects is https://www.adobeprerelease.com/ and usually only after invitation. Although, there have been a few public beta tests in the recent past for some bug fix updates.
Anywhere else purporting to offer prerelease versions is almost definitely illegal and quite likely to include some...suspect code in their delivery.

Also, now that I'm thinking of it, there's no such thing as a CC 2016 release of After Effects.
The pirated versions that claimed to be CC 2016 versions of After Effects that I've seen people posting about in the forums turned out to be misnamed (and buggy) CC 2015.3 releases. (The CC 2015.3 release of After Effects came out during the time of year that people would think of as CC 2016, but it was named differently. Why Adobe chose not to have a CC 2016 name for that release is another discussion entirely.)
Thanks for all your answers
Adobe's public software releases are already bug-ridden. And you're itchin' to get a BETA? Wow, you're brave.... or just lack experience with Adobe software.
