Could be any number of reasons: a start in next frame setting, a large space below paragraph setting, a 'no break' character, hyphenation turned off.

I don't understand your problem. What would you expect? If not enough room is available in a line in a specific frame, the text will jump to the next frame, as it shows in the most right frame. If not any other frame is linked, it is hidden and marked with the + at the end of the frame.
The hyphenation with non-words does not help here, you have to write spaces between.

This is a simple one to solved it.. before that let me ask you one question
Have you ever come across that a special characters and numeric has break by hyphenation for continuation like a words do?
If your answer is NO then that is the solution to question (There is no room to show up like Willi Adelberger says and there's no auto break to special characters and numeric).
If your answer is YES then just break it manually giving hyphenation and spaces (e.g., 1234567890~!@#$%^&*()_+\/? TO 1234567890~!- @#$%^&*()_+\/? something like this)
