Right now, all the features and settings in Draw are available to everyone.
At some point, there may be (it's something that is being discussed) features that will only be available to Creative Cloud subscribers (brush settings is one of those). The alerts are because we want people to know what features those might be in the future (I don't suspect we'd ever take them away from non-Creative Cloud subscribers without advance warning).

That definitely helps clear up the confusion on my end. I can confirm that I'm able to use all the features on Adobe Draw and Sketch without any issue including custom brushes. As long as I'm subscribed to Adobe Cloud, I think I'll be okay.
