Yes! I am Running 13.8.1 Version of AE.
I'm getting quite the same problem. I try to open After Effects and the software immediately crashes while displaying the following error :
<1792> <BEE_WorkQueue> <5> BEE_Project::TimestampGetNext ZANZIBAR-3: cannot produce timestamp, frozen=0, open=0
I use a professional version of After Effects included into my Creative Cloud suscription on Windows 10.
All my Adobe softwares are updated.
I'd need this fixed asap as I have urgent work to do which requires After Effects.

It happened that my Adobe software seemed to crash at start, I just restarted my computer and everything seems to work fine now.
I don't have any clue what the problem was.
Hi, I'm having the exact same problem on Windows 10 and latest AE release (14.01). Tried restarting, changing hardware acceleration on/off, cleaning cache and reinstalling. Nothing helps. I have to complete a project tomorrow and it keeps crashing. I don't know what to do.

have you tried using another version in the meantime?
- try to reset your preferences (and don't change anything)
- rename you Adobe folder to oldAdobe in C:\Users\[your computer name here]i\AppData\Roaming\Adobe
- try uninstalling using the CC CLEANER tool Use the Creative Cloud Cleaner Tool to solve installation problems
