Due to chronic crashes of Adobe Premiere Elements 13, I uninstalled it, downloaded the installation and re-installed it fresh. Now when I try to launch it I get "PDapp.exe The application was unable to start correctly (0xc015002). Click OK to close the application. So I tried to uninstall it and got the same error so I can't even uninstall. Please help!
In case it helps anyone else, Adobe Application Manager, that I had recently installed to try and update Adobe Premiere elements, was causing all of my problems, including pegging my CPU at 18-25% even when I first booted up and had not used anything! Unfortunately it's not easy to remove. We ended up using the Adobe Creative Cloud Cleaner to removed everything Adobe and start installs from scratch. So now it's working but it basically wasted a weekend to get it fixed.
