We are facing issue only with windows after instalting the appx.
The package before uploading to phonegap is working fine with all browsers (IE, Chrome, Safari and Mozilla) when hosted.
But when we are accessing it on local machine from local drive it is throwing error "Unable to get property storage of undefined or null reference" on IE/Edge.
It seems with IE/Edge it can not able to access localstorage when not hosted. Works fine with other browsers.

I have the same thing, but if I rename the .appx to a .zip file and extract it on my PC it all runs fine.
I think this maybe related to Windows 10 App :Host Defined Policy: inline script. Resource will be blocked. the problem seems
to be that inline scripts are not executed in appx created with phonegap; when debugging using visual studio the base url is set to
ms-appx, and that does not allow inline scripting, and also seems to ignore what is set in the content security policy tag ... I tried different settings in the config.xml to have ms-appx-web in the base url, that may allow inline scripting, but with no success
