Are multiple users able to work with a Indesign book file (.IDBD) across the Creative Cloud Desktop App? When I have one of the book files (.INDD) open, another user can not see the file is open in the books pallet. I am thinking this is b/c the files are saved locally. So I saved the INDD file but still the other user can not see the file is open or any of the changes. How is this supposed to work?

InDesign Book files aren't intended to be used it that way. There are for assembling and syncing files by one user - they don't have the sort of options that would let you "check out" files between multiple users.
In order to share the files, the best way might be to set up the templates, have the users independently work on the files, and then assemble the into the Book file at the end.
Or consider an InDesign/InCopy workflow—InCopy is included with your CC subscription. The InDesign user can make files available for check-out so that writers/editors can work on the content. Other users can see if a file is checked out, and they can see the changes as the writers/editors check the files back in.
