There are two very significant problems with each of those two desktops:
1) You need more disks than just the single hard drive that comes with either system. In addition, neither system includes an SSD at all whatsoever.
2) Both of those systems include really lousy GPUs that have really slow graphics RAM that can actually slow down your everyday work, let alone video editing. As a matter of fact, the 2GB GT 730 with DDR3 graphics RAM that's included in the Dell Inspiron system is actually slower than the integrated Intel HD Graphics 530 that's in the i7-6700 CPU!
In addition to the above problems, I would recommend upgrading the RAM to 32GB if you're going to do much with 4K video footage.
Unfortunately, none of those upgrades are available at all from Sam's Club. So, you will have to purchase them somewhere else.

We shot on two cameras. A 5d and on a Black Magic in 4k. So the video we are editing will be partially shot on 4k but end product will be 1080 HD Video between 60 seconds long and could go up to 5 minutes. Just really on a tight budget.
