It is quite easy to achieve, what you described, using either text margins (-> upper control strip) or spacing (-> Spacing panel)
Here a sample .muse file: https://dl.dropboxusercontent.com/u/7046655/Pinned_right_column.zip
Thanks so much for the suggestion. But, that won't work for me because I will also have pictures and Google Maps widgets on the main section of the pages. So, either these will not resize (because I stuck them inside a text box) or they will not stay centered (because they are changing the responsive size and location at a different rate than the larger text boxes). Also, with this solution I can't have a line under my headers or use stroke.
It just seems crazy that Muse has the default (and perhaps unchangeable) behavior of having boxes slide under each other instead of recognizing each other and adjusting accordingly.
Why don’t you tell us from the beginning the complete story? This way, we only waste time …
I am very sorry you feel your time was wasted. In the original post I said I want all the main body content - no specific kind specified - to shift responsively in relation to the boxes in the right-hand column rather than the edge of the page. That is still what I am looking for. Also, my picture does show stroke on one of the text boxes.
So, here is an example of what I want to do. http://www.outsideonline.com/2122431/old-school-gems-ultimate-national-parks-archive
Everything in the right-hand column stays the same size and everything in the main body adjusts responsively without the two ever overlapping because it is responsive to the edge of the right-hand column, not to the edge of the page.
