This is a known issue that occurs sporadically:
Not sure if it's a naming issue, but my app has built occasionally without changing anything.
I am facing same issue since 7th-Oct-2016.
Faced this once before but got resolved after few rebuild attempts. This time its not getting resolved after multiple build attemps.
As a temporary solution, you can manually sign unsigned builds as "CN=Apache Cordova Team" if you have the Windows SDK installed. Create a batch file:
"C:\Program Files (x86)\Windows Kits\10\bin\x64\MakeCert" /n "CN=Apache Cordova Team" /r /h 0 /eku "22.214.171.124.126.96.36.199.3" /sv test.pvk test.cer
"C:\Program Files (x86)\Windows Kits\10\bin\x64\Pvk2Pfx" /pvk test.pvk /spc test.cer /pfx test.pfx /po PASSWORD
"C:\Program Files (x86)\Windows Kits\10\bin\x64\signtool" sign /fd SHA256 /a /f test.pfx /p PASSWORD YOUR_UNSIGNED_APP.APPX
and install the test.pvk file to the local machine as a trusted root certificate.
Edit: for local testing purposes, that is.
I try to do installation but after this I can’t see the installed app to my windows store menu?
How I can see my app to menu ?

We have it too. Yesterday too, but some rebuilds were successful. Now, none of the rebuilds are working...
Things we have done:
- remove the siginging key and add it again
- Re-add the whole project .zip file
- Windows phone 8.1 build was successful, but all the uap target builds are failing. Tried all kinds of windows-arch types (arm, x86, x64)

I don't think it installs to the windows store. It's just for testing purposes, and should be accessible through just the start menu or powershell.
My app did build just now...
Hopefully they fixed it!
And after an update is doesn't build again...
This is pretty annoying!
Anyone at Phonegap willing to fix this?
Mine is broken as well. Can't build given this problem. Really frustrating while trying to deliver a project.
