Yes as long as the new notebook is the second computer you are installing LR and PS on.
Just go to the Adobe website and download the Creative Cloud desktop app then install LR and PS from that. Sign in using the Adobe ID tied to your subscription.

If you will not have internet access while traveling, allow the laptop to validate online just before traveling to allow you 30 days use of LR & PS.
You must connect to the Internet the first time you install and license desktop apps, but then you can use the apps in offline mode with a valid software license. The apps attempt to validate your software license every 30 days. You receive a reminder to reconnect to the Internet to validate your license:

Additionally, if you will be using Lightroom on the laptop as well, work out beforehand a strategy for how to work with the laptop and the PC together.
Personally I have my catalog on an external drive (with presets) and image files on other external drives allowing for easy plug n play on any computer. Merging catalog while relatively easy does seem to cause problems for many.
