Are you connected to the internet when you call the map module up? The maps are from Google and LR must go out on the net to get it.
How long have you waited for it to come up?
Yes, I have a fast internet connection and have been waiting long enough for LR to poll Google for the map.

It must have something to do with security settings on folders. If I run Lightroom as an administrator the map works fine. I have set Lightroom to run as an administrator all the time in the properties settings of the shortcut I use to start it. Still searching for what the source of the issue is.

Here is what I just figured out:
I'm running Lightroom CC 2015.8, and had the blank Map module. I turned off Windows firewall, when to the Maps module, and maps loaded. I turned the firewall back on, and the map still loads. Simple solution, but odd - usually when Windows firewall blocks a program, it gives a notification and asks the user what they want to do.
Edit: I run as administrator, so that was not the issue for me. However, I had just installed Lightroom on my new computer, so perhaps something about the initial setup confuses Windows firewall.
