No, not in InDesign. This was possible to create in LiveCycle Designer, but this product existed only for Windows and was discontinued several Years ago. But PDFs created there were completely different than those created in Acrobat Pro or with any other application.
I've built PDF forms in which the user could essentially build and edit a list of items, but only adding/subtracting rows/lines at the bottom, to a certain limit within a pre-allocated space. (In other words things could only appear or disappear; not move.) There simply can't be "flow" in a deployed PDF.
