What are your Premiere Elements project settings? (You'll find them under the Edit menu.)

What format is your phone's video? If the video is an MP4 and this MP4 is your first clip on your timeline (the Video 1 track), the program should set up automatically to match your video's specs. (Sometimes the program does not do this with MOV files.)

Finally, just to be clear, you say that you have black borders "all around them". Is that right? You're not just seeing black bars on the right and left, right? Because these would indicate two very different issues.

            Good evening Steve

My settings are:   The black borders are all around.

            Many thanks for your time

I still need the information I've asked for in order to help you.

                Hi

                Thanks for you time

                Editing mode : HD1080i

                TIME BASE: 29.97 frames/second

Frame Size: 1920 Horizontal  1080 vertical

PIXEL ASPECT RATION : Square pixels (1.0)

                Field:  upper field first

DISPLAY FORMAT: 30fps drop frame time code

                CAPTURE FORMAT: wdm capture

The format is MP4.  I was using the video size FHD 1920 X 1080

I have not changed my phone to UHD 3840X2160.

I have made a new video last night and realised that by clicking and then dragging the arrows I can expand the video to take up all the box.  Hopefully this will make the video full screen when I post it to utube.

                Many thanks

If your video is 1920x1080 and your project settings are 1920x1080, you certainly should NOT have to manually resize the video to fit the video frame.

So something is wrong in your workflow -- but it's just not obvious what, based on the information you've given me.
