All four arrows work for me, as well and Page Up and Page Down. I am not on Sierra.

I loaded a sample file in InDesign CC 2015.4.1 on a Mac running the latest Sierra version.
No problem with the arrow keys in any direction in Presentation Mode.
I'd try restoring your InDesign preferences first:
NOTE: That's my test computer and I'm running the Version 10.12.1 Beta in case there is an Apple bug fixed in that release.

I'm also having the same problem.
Just got a new mac (Sierra) and using Indesign CC 2017. Arrow keys are not doing anything in presentation mode.
I've reset preferences, but still no luck

Same here, resetting prefs did't help I'm afraid. Problem is not with the arrow keys specifically as cursor/mouse doesn't work either. All navigation is broken on Presentation mode. To make it weirder, the first two clicks/keypress do work.

This is exactly the issue I was having, (including first two clicks work, then no longer). Deleting the Preferences file is what resolved it for me.
