Can I place an Anchored Frame "Above Current Line" so that my Figure Tag shows up with the Anchor below the Anchored Frame? The only option I have is to place the Anchored Frame "Below Current Line". I'm trying to get a Figure Tag with an Anchor tag below my Anchored Frame, but just don't know how to do that

How about putting the anchor on its own line (an otherwise ¶) directly above the figure tag? Anchor the frame at insertion point, and use Keep with Next to keep the frame/¶ with the figure tag?
Some people put the frames in a single cell table and use the title below for the figure title, but that's more steps.
