If you are talking about Photoshop actions just copy them over to the new computer in the same folder as they were in on the CS4 version.
On windows that would be DriveLetterPhotoshopIsInstalledOn:\Program Files\Adobe\Photoshop CC 2015.5\Presets\Actions.
Same goes for other actions for other Adobe applications.
All PS actions end with the file extension of .atn

Also If she doesn't use any of the other Adobe apps and only needs Photoshop the best deal is the Photographer plan subscription. $9.99 a month for both LR and PS.
So no compatibility problems (64bit versus 32bit, etc.)? Same/full functionality as well?
Seems very simple and straightforward.
I've been copying PS Actions and some LR add-on plugins from version to version for years. With newer versions of PS it will actually link to the actions you have in the older version of PS but then if you do some house cleaning and remove those actions, "Thinking they are copied into the newer version of PS", they go missing. So I make it a habit to copy them over.
Since you are starting with a New computer just copy them onto a thumb drive and then into the PS actions folder.
With some of the LR plugins you need to reinstall them so they function correctly and or even show up.
This is fantastic news...doesn't sound like I'm going to have to get used to the couch. Is reinstalling them difficult? I've never used PS so I'm groping around in the dark somewhat.
