It's not possible. Those features have been removed and relegated to Adonbe Media Encoder, where it's easy enough to set up watch folders. Simply render whatever file format you deem suitable and let AME encode it.
Can you suggest how to create video in MP4 format in Adobe Media Encoder via script and get the output video.

As Mylenium said you cannot do that without a script. You can have a script render an intermediate and place that file in a folder that the Adobe Media Encoder "watches" and it will automatically render your MP4.
The lastest Version features the "Queue in AME" option which will render and encode via AME to your output folder in the render wueue. Previous versions only had the "Add composition to AME queue" which render by default to the AME folder in your project folder. More about it here in 02:54: https://youtube.com/watch?v=oWCSVS0s7GU
When I used app.executeCommand(3800); in after effect script then it come to Adobe Media Encoder and then render it.
since i have set the file name in script but when it come to AME then file name change. How to set the same file name in AME which is define in after effect script.
Queue in AME will use the name you set in Ae Render queue (which defaults to the composition name) and will respect almost all you render settings. Never used this script and can't see why it is useful when the workflow can be this straightforward.
