Does it crash in the same point of launching it every time?
Do you have AVG software (antivirus, anti-malware, etc.)? If not, what are you using?
If you are in a hurry and just need to get work done, you can install previous versions of AE. CS6, CC, CC 2014, CC 2015, CC 2015.3, and whatever the next version is going to be called are all included in your Creative Cloud subscription and can all be installed alongside each other on your machine without issue. This page details installing older versions (it's kind of hidden).
It does crash at the same point every time; only a few seconds after launch. The "Initializing Mediacore" message is the first startup message I see and then the program ends.
The only anti-virus software I have installed is Windows Defender.

Your computer specs look perfectly fine for running After Effects (although, if I were in your shoes, I would install 16 GB of RAM if your motherboard would support it).
Something must be awry somewhere. Have you ever been able to use that version of AE? You might get it to work by simply uninstalling and reinstalling. You also might check out this thread for some ideas.

After multiple install/uninstall and troubleshooting cycles I simply went back a version in After Effects and now it's working fine. I couldn't find the source of the problem. It's disappointing that I won't be able to upgrade to any new versions of After Effects, but at the very least I have functioning software.

Maybe you wouldn't be able to do any updates, but any time they release a whole new version number, you could install it alongside your currently working version and at least give it a try. The upcoming new release should be coming out pretty soon. (I mean, I would think it would be soon since Adobe shared sneak peek videos of it a couple of months ago.) Anyway, when it releases, install it and give it a try. Just make sure you tell Creative Cloud to NOT delete your old version and you should be fine.
