Creative cloud not loading after a system restore

So i built a new pc recently and installed creative cloud and lightroom on it, I had a freezing issue that was (as far as i know) unrelated to these products. I did a system restore back to before i downloaded creative cloud and all that to see if that would fix the unrelated issue, and when i went to re download creative cloud and it installs just find but just gives me a blue spinning cirlce, the only thing i can click on within the program is the gear in the upper right hand corner and that only gives me the options of "help" and "pin to taskbar" with the quit option greyed out. I've tried just about everything i could find to do online. Uninstalling and re installing, deleting the oobe folder, all that good stuff and it still does the same thing, i am out of options so here I am. Any help would be appreciated!

uninstall everything cc including the desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your apps and trials.

Alright so i did that and upon reinstalling cc, it gives me the message "Adobe Creative Cloud is needed to resolve this problem. However it is missing or damaged, please download and install a new copy"
